March 20, 1935
On this day, Washington Governor Clarence Martin signed House Bill 259 into law. The new law explicitly declared the creation of free public libraries as an essential part of the state’s provision for public education, defined the ways in which such libraries may be established, and created a state board to certify librarians.
The bill defined “library” as “a free public library supported in whole or in part with money derived from taxation” and a “regional library” as “a library maintained by two or more counties” (Sec. 2).
March 22, 1973
On this day, the Washington State Senate ratified the federal Equal Rights Amendment (ERA) by a vote of 29 to 19.
Although it was approved by the U.S. Congress in March 1972, the ERA must be ratified by 38 of the 50 states, and Washington was just the 30th to vote for ratification.
Meanwhile, in Washington, equal rights for women were assured on November 7, 1972, when voters approved House Joint Resolution 61 by a narrow margin, making it Article 31 of the state constitution.
